Suspect the fuel pump relay. I had exactly your problem and it happened to be on a 1987 ltd crown vic i had a very similar car.

P0232 is a generic obd ii code that is triggered when the engine control module ecm detects that the secondary circuit to the fuel pump has a high voltage when the fuel pump relay is turned off. Someone left a jumper wire in the fuel pump test pin of the self test data link connector in place or the wire to the fuel pump test pin that goes to the dlc is shorted to ground.
